William and his team at Carnegie UK have led work on developing a regulatory framework for social media to reduce online harms. They devised the 'statutory duty of care, enforced by a regulatory risk management approach that can be seen in the UK Online Safety Bill and (to some extent) the EU Digital Services Act. This work is rooted in Carnegie's mission set over 100 years ago to improve the well-being of the people of the UK and Ireland.

William has worked on regulatory policy for a wide range of industries in a previous government career that encompassed the Downing Street Policy Unit and when at DTI and DCMS, the creation of OFCOM the UK communications regulator.
